Step 1
Begin by activating a versatile pressure cooker and opt for the Saute function. Once it's heated up, introduce butter, red bell pepper, green bell pepper, and onion into the mix. Let them cook until they become tender and emit a delightful aroma, approximately 5 minutes.
Step 2
In the meantime, transform each chicken breast by cutting them horizontally to create two delicate fillets. Proceed to slice each fillet into diagonal strips and generously sprinkle 1 1/2 teaspoons of jerk seasoning over them. Transfer these flavorful strips into the Instant Pot® and cook for about 5 minutes. Once done, deactivate the Saute function.
Step 3
Merge penne, water, whipping cream, and garlic base into the pot. Seal the lid securely and choose high pressure as per the manufacturer's guidelines. Set the timer for 15 minutes and allow the pressure to build for 10 to 15 minutes.
Step 4
When ready, carefully release the pressure using the quick-release technique following the manufacturer's instructions, which should take roughly 5 minutes. Open the lid and incorporate the remaining jerk seasoning and Parmesan cheese, ensuring they blend harmoniously. If desired, enrich the dish with additional cream, up to a quarter cup, to achieve your preferred consistency.
